PS Version used: PS CS3 Extended and can be easily converted to PSP versions.

This tutorial assumes you have a good working knowledge of PS & PSP.

Supplies:

Tube of choice. I am using the beautiful art of Alex Prihodko. You can find his work here. 

FTU kit Whimsy by Inzpired Creationz. This is only available as a fan freebie from Pimp My Tags w/ Scraps. You can grab it here. 

Mask 3 by Alexis of the Creative Misfits. You can find it here. 

Font of choice. I am using KG Call Me Maybe.

Open a blank transparent image, 600 x 600. Open paper 5 and drag onto the blank image.

Open your mask and apply your mask. If you don't know how to to this in PS, you can find instructions here. 

Open Frame 2. Image size 500 x 500. Drag this on top of the mask layer.

Use the Polygonal Lasso tool and make a selection along the pink flowers, making sure you won't be able to see the edges of the selection through the frame. Add a new layer.

Open paper 3. Copy and paste  the paper. Selections, invert and press delete. Ctrl + D. Move this layer below the frame layer.

For the rest of the tag, you will work from the layer just above your frame to the top, using my tag as a guide for the placement. After each element I will note the pixel size to resize to.

Tube - resize as necessary

Grass 1 - 419 x 211

Ribbon 1 - 550 x 502

Butterflies 2 - 271 x 410

Butterflies 1 - 298 x 196

Jar - 181 x 243

Mushrooms 1 - 183 x 168

Bow - 132 x 129, rotate slightly to the left

Wordart - 550 x 463

Fairy - 210 x 270, flip horizontal

Add your name, copyrights, and license info. Apply a drop shadow of choice to your layers and merge visible.

For PS users: To ensure there are no stray pixels, increase your canvas size to 700 x 700. Add a layer, floodfill with a dark color and move the layer below your tag layer. Use your eraser tool to erase anything that isn't part of the tag (you may see extra paper at the edges or a thin line). When you're done, delete the dark color layer.

Save as a PNG.

Open your template & mask. Minimize the mask for now.

Resize all layers by 95% and then set the canvas size to 600 x 600. Delete the credits layer.

PP9 - add just above the background layer, apply mask, merge group. Duplicate, then merge down.

Working your way up from the bottom:

Layer 1 - PP3

Layer 2 - PP8

Layer 3 - PP5

Layer 4 - PP1

Layer 5, select all, float, defloat. Add a new layer and floodfill with a linear gradient using #ece8dc & #a8ac92, angle 0, repeats 0. Deselect.

Filters Unlimited 2.0, Special Effects 1, Shiver using the default settings.

Open your tube or a close-up. Place over the gradient layer. Gradient layer, select all, float, defloat. On the tube layer, selections, invert and press delete. Deselect. Duplicate the tube layer, set the blend mode to screen, 40. Original tube layer, luminance (L), 30.

Above the closeup layers, from bottom to top add the following:

Ribbon - flip horizontal, place to the top of polkadot paper

Drips 2 - Place to the right side

Candles, 40% - place to bottom left

Grave, 79% - place to bottom

Add your tube and resize as necessary. Flip horizontal, placing slightly to the right.

Plate, 30% - Place down and to the left

Flower2, 73% - Place above wordart

Balloon2, 40% - flip horizontal and place to upper left

Cupcake1, 40% - Place to the bottom left

Cup, 40% - place to the bottom behind wordart on right side

Wordart layer - manual color correction. Set the source to #d8a65b, target #a6174f. Select all, float, defloat. Selections, modify by 2, add a new raster layer, floodfill with #ece8dc. Deselect, move this layer below the wordart layer and merge these two layers together.

Stars layer - manual color correction. Set the source to  #592d67, target set to #3a434c. Add noise, uniform, 50, monochrome checked. Repeat the light background color as we did for the wordart layer. Merge together the stars & wordart layers.

Fantasy sparkles, 55% - Shift + L, 0, 0, flip vertical and place to your liking.

Add your name, copyright, and license info. 

Drop shadow of choice to your layers.

Merge visible & save as a PNG.

Open FlowerRing1. Set the canvas size to 600 x 600.

Open Wooden Frame - Circle. Resize by 70%. Copy and paste as a new layer and arrange over the flower ring.

With your magic wand, click inside the frame. Open Paper8. Copy and paste as a new layer. Selections, invert & press delete. Deselect and move this layer below your frame layer.

Open the PearString. Resize by 50%. Copy and paste as a new layer above your frame layer. Place to the top of the frame.

Open the Brushes. Resize by 60%. Copy and paste as a new layer. Place to the lower right.

Open your tube and resize if necessary. Copy and paste as a new layer and place in the middle. On your frame layer, take your magic wand and click inside the frame. Selections, modify, expand by 1. On the tube layer, use your eraser tool to erase any part of the tube that hangs below the opening of the frame. Deselect.

Open RibbonTag1. Resize by 50%, flip horizontal. Copy and paste as a new layer and place to the bottom. 

Open FlowerPot1. Resize by 40%. Copy and paste as a new layer and place to the bottom left.

Open the BirdHouse. Resize by 30%. Copy and paste as a new layer. Place down and along the right side of the flower pots.

Open WateringCan1. Resize by 40%. Copy and paste as a new layer. Place to the bottom of the bird house.

Open the GlassJar. Resize by 25%. Copy and paste as a new layer. Place to the lower right, along the right side of the brushes.

Open Flower4. Resize by 20%. Copy and paste as a new layer. Place to the lower left of the glass jar.

Open Bird1. Resize by 25%. Copy and paste as a new layer. Place to the left side of the yellow flower.

Open Butterfly2. Resize by 25%. Copy and paste as a new layer. Rotate slightly to the right and place to the right, slightly up. Duplicate, flip horizontal, and place on the left side of the bird house.

Add your name, copyright, and license info. Apply a drop shadow of choice and merge visible. Save as a PNG.

Open a blank transparent image, 600 x 600.

Open your mask & paper 9. Copy and paste as a new layer onto your blank canvas. Apply your mask, merge group.

Open the Grass. Resize by 80%. Copy and paste as a new layer. Place about 3/4 of the way down from the top.

Open Ribbon 2. Resize by 70%. Copy and paste as a new layer. Flip vertical. Place centered over your mask layer.

Open Branch 1. Resize by 70%. Copy and paste as a new layer. Place to the bottom right. Duplicate, flip horizontal and place to the lower left. Make sure that the branches cover the lower portion of the ribbon.

Open Doodle 4. Resize by 80%. Copy and paste as a new layer. Place to the bottom, on top of the branches.

Open the Boxes. Resize by 40%. Copy and paste as a new layer. Place to the lower right.

Open Branch 2. Resize by 60%. Copy and paste as a new layer. Place to the top.

Open the Charms. Resize by 40%. Copy and paste as a new layer. Place to the top left. See my tag for reference.

Open the Dragonfly. Resize by 30%. Copy and paste as a new layer. Place just to the left of the charms. Rotate slightly to the left.

Open the Fairy Dust. Resize by 40%. Copy and paste as a new layer. Place just below the charms, and slightly above the lower branches.

Open the Bird. Resize by 30%, flip horizontal. Copy and paste as a new layer. Place over the top branch, where the branch and the charms meet.

Open the Lamp post. Resize by 50%. Copy and paste as a new layer. Place to the right, along the left side of the boxes.

Open Pear 1. Resize by 40%. Copy and paste as a new layer. Place to the bottom of the lamp post.

Open Scattered Circles 1. Resize by 30%. Copy and paste as a new layer. Place to the bottom right. Duplicate and place this copy over to the bottom left.

Open the Kitty. Resize by 50%, flip horizontal. Copy and paste as a new layer. Place to the lower left.

Open your tube & resize as necessary. Copy and paste as a new layer. Place in the center. Duplicate your tube. Gaussian blur, 3.00. Set the blend mode to screen, opacity 85. 

Open Sparkles 3. Resize by 80%. Copy and paste as a new layer.

Add your name, copyrights, and license info. Apply a drop shadow of choice and then merge visible. Save as a PNG.

Tube & kit of choice. I am using the Punky sweet tube and coordinating kit, only available from Arthur Crowe's Factory. 

Template 269 by Millie's PSP Madness. You can find it here. 

Mask 197 by Insatiable Dreams. You can find it here. 

Font of choice. I am using Carpenter ICG

Filters:

EyeCandy 4000 Gradient Glow & Glass

Open your template and mask.

First we are gonna fix the placement of the template on the canvas.

On your template, Set the canvas size to 800 x 800. Make sure the placement is set to the center. Now crop your image to 700 x 700 (the original size). Make sure your crop area is centered over your template.

Delete the credits layer (Raster 1). Resize all layers by 86%.

Open P7. Copy and paste as a new layer just above the background layer. Apply your mask, merge group. Duplicate and merge the two mask layers together.

On layer 1, select all, float, defloat. Open P3. Copy and paste as a new layer. Selections, invert and press delete. Deselect and delete the original layer.

On layer 2, select all, float, defloat. Open P12. Copy and paste as a new layer. Selections, invert and press delete. Deselect and delete the original layer.

On layer 3, select all, float, defloat. Open P8. Copy and paste as a new layer. Selections, invert and press delete. Deselect and delete the original layer.

Open the WIREFENCE. Resize by 90% Copy and paste as a new layer. Place to the top. Duplicate, flip horizontal. Move this layer just above the mask layer. Place to the bottom.

On layer 4, select all, float, defloat. Open P6. Copy and paste as a new layer. Selections, invert and press Delete. Deselect. Repeat for layers 7 & 8.

Open your tube. Copy and paste as a new layer above the star layer. Place over the star. On the star layer, select all, float, defloat. On the tube layer, selections, invert and press delete. Deselect. Duplicate your tube layer, gaussian blur 3.00. Set the blend mode to Screen. On the original tube layer, Shift + B. Set the brightness to 57 & the contrast to 55. Set the opacity for this layer to 65.

Merge together layers 5 & 6. Select all, float, defloat. Open P10. Copy and paste as a new layer. Selections, invert and press delete. Deselect and delete the original layer.

Merge together layers 7 & 8. Open your tube again. Copy and paste as a new layer, flip horizontal. Place over the square layers to your liking. On the merged top squares layer, select all, float, defloat. On your tube layer, selections, invert and press delete. Deselect. Repeat the same steps as you did for the tube layers for the star layer.

Open FLOWER2. Resize by 40%. Copy and paste as a new layer. Place to the left, between the two top squares. Duplicate, and move this layer just below the wordart layer and place to the bottom right.

Open the GLITTER. Resize by 90%. Copy and paste as a new layer above the original flower layer.

Open the CHAIN. Resize by 50%. Copy and past as a new layer. Place to the top so it looks like it's hanging from the top of the large square layer.

Open the BRACELET. Resize by 60%. Copy and paste as a new layer. Place to the top of the top small square.

Open your tube again, resizing as necessary. Copy and paste as a new layer and place in the center. Duplicate, gaussian blur with the same settings as before. Shift + B using the same settings as before. Set the blend mode to Overlay. On the original tube layer, Shift + L, 0, 0.

Open the CHARM. Resize by 50%. Copy and paste as a new layer. Place to the right side, slightly up.

Open the STARS. Resize by 40%. Copy and paste as a new layer. Place to the upper right corner. Duplicate, flip horizontal, flip vertical. Place the duplicate to the lower left corner.

Open RIBBON2. Resize by 60%. Copy and paste as a new layer above the duplicate flower layer. Place to the bottom.

Open the BOOT. Resize by 60%. Copy and paste as a new layer. Place to the lower left.

Open the BARBEDWIRE. Resize by 60%. Copy and paste as a new layer. Place to the bottom. 

Open SPARKLES1. Resize by 94%. Copy and paste as a new layer. Place to the bottom.

On the wordart layer, select all, float, defloat. Open P5. Copy and paste as a new layer. Selections, invert and press delete. Deselect and delete the original layer. 

EyeCandy 4000 glass using a setting of choice.

EyeCandy 4000 gradient glow using the following settings: 

Basic Tab - 3.00, 25, 100, draw outside selection checked.

Color tab - click on the Fat preset. Add a second color after the first white marker. On the third marker, set this color to #bf000f.

Open SPARKLES2. Copy and paste as a new layer.

Add your name, copyright, and license info. Apply a drop shadow of choice and merge visible. Save as a PNG.

Filters: Eye Candy 4000 Glass (for text, optional)

Open a blank transparent image, 849 x 313 or a size of your choice.

Open PP3 and minimize. In your color palette, click on your foreground, under the patterns tab, look for your paper and select that. On your blank canvas, floodfill your canvas with your pattern.

Open FRAME2. Copy and paste as a new layer. Rotate to the right about 35 degrees or an angle similar to mine. Place off to the right. See my tag for reference.

Open the EYESHADOW. Resize by 35%. Copy and paste as a new layer. Rotate slightly to the right. Place to the right and slightly down.

Open the IPHONE. Resize by 40%. Copy and paste as a new layer. Rotate slightly to the left. Place to the left and slightly down from the eyeshadow.

Open the SUNGLASSES. Resize by 60%. Copy and paste as a new layer. Place to the bottom, between the iphone & eyeshadow.

Open the DRESS. Copy and paste as a new layer. Place to the right side.

Open BAG2. Resize by 45%. Copy and paste as a new layer. Place to the lower left, halfway between the center and far left.

Open the PEARLS. Resize by 50%. Copy and paste as a new layer. Place to the lower far left.

Open the SHOE. Resize by 40%. Copy and paste as a new layer. Place to the bottom of the pearls.

Open the MASCARA. Resize by 40%. Copy and paste as a new layer. Rotate slightly to the left. Place to the right of the bag.

Open BOW3. Rotate clockwise 90. Copy and paste as a new layer. Place to the bottom left. Duplicate, flip horizontal and place to the lower right.

Open the LIPSTICK. Resize by 30%. Copy and paste as a new layer. Place to the lower right.

Open FLOWER1. Resize by 25%. Copy and paste as a new layer. Place to the bottom, slightly to the left. Duplicate, flip horizontal and place slightly to the right of center.

Open the PERFUME. Resize by 40%. Copy and paste as a new layer. Place to the bottom between the flowers.

Add a new raster layer. Select all, selections, modify, contract by 4. Selections, invert. Floodfill with #ffffff. Deselect. Add another raster layer. Select all, selections, modify, contract by 2. Selections, invert. Floodfill this layer with #202d36. Deselect.

On the top layer, add noise, gaussian, 100, monochrome checked. Merge this layer down.

Add your name. Apply the same noise as we did for the frame.

EyeCandy 4000 Glass using the settings of your choice.

Still on the text, select all, float, defloat. Selections, modify, expand by 2. Add a new raster layer and floodfill with #ffffff. Deselect and move this layer below your text layer. On the text layer, add a drop shadow of 1, 1, 50, 1. Merge down with the white outline layer.

Apply a drop shadow of choice to your layers. I used 2, 2, 50, 8.00.

Add the copyright to the kit maker if you are not using a tube, as I did with this timeline cover. Timeline covers are prohibited from having an url, so please do not add an url.

Merge visible and save as a PNG.

Open your template and mask. Minimize your mask for now.

On you template, set the canvas size to 650 x 650. Now resize all layers by 92%.

Delete the credits and wordart layers.

Open paper 5. Copy and paste as a new layer onto your template, above the background layer. Apply your mask, merge group. Duplicate this layer and then merge down. Add noise, gaussian, 100, monochrome checked.

Merge together the two circle layers. Select all, float, defloat. Open paper 6. Resize the paper by 76%. Copy and paste the paper as a new layer. Selections, invert and press delete. Deselect and delete the original layer.

Merge together the two small rectangle layers. Select all, float, defloat. Open paper 21. Copy and paste as a new layer. Selections, invert and press delete. Deselect and delete the original layer.

Open the Doodle. Resize by 80%. Copy and paste as a new layer. Place to the right side. Duplicate, flip horizontal and place to the left side. Merge these two layers together.

On the square layer, select all, float, defloat. Open paper 18. Copy and paste as a new layer. Selections, invert and press delete. Deselect and delete the original layer.

On the center rectangle layer, select all, float, defloat. Open paper 12. Copy and paste as a new layer. Selections, invert and press delete. Deselect and delete the original layer.

Open Feathers 1. Resize by 90%. Copy and paste as a new layer.

Open Clouds 3. Resize by 79%. Copy and paste as a new layer. Place to the bottom of the rectangle layer.

Open the Harp. Resize by 50%, flip horizontal. Copy and paste as a new layer. Place to the lower right.

Open the Pillows. Resize by 50%. Copy and paste as a new layer. Place to the lower left. Duplicate, flip horizontal and place to the lower right. Merge these two layers together.

Open the Metal Fence. Resize by 84%. Copy and paste as a new layer. Place to the bottom of the pillows.

Open the Ribbons and Gem. Resize by 50%. Copy and paste as a new layer. Place along the left side of the top left circle.

Open Scattered Bling 2. Resize by 84%. Copy and paste as a new layer.

Open Feather 1. Copy and paste as a new layer. Free rotate 90 degrees to the right. Place to the top right. Duplicate, flip horizontal and place to the top left. Merge these two layers together.

Open Key 2. Resize by 50%. Copy and paste as a new layer. Place to the left side of the center rectangle, rotate slightly to the left.

Open the Feathers and Stones. Resize by 60%. Copy and paste a new layer. Place to the lower left corner of the center rectangle. Duplicate, flip horizontal, then vertical. Place to the upper right corner of the center rectangle.

Open the Peacock, flip horizontal. Copy and paste as a new layer. Place to the bottom left.

Open your tube and resize as necessary. Copy and paste as a new layer. Place to your liking.

Open Mask 3, flip horizontal. Resize by 50%. Copy and paste as a new layer. Place over ribbons and gem so it looks like the ribbons are part of the mask.

Open Sparkles 1. Resize by 83%. Copy and paste as a new layer.

Add your name, copyright, and license info. Apply a drop shadow to your layers. Merge visible and save as a PNG.
