This tutorial was written by me on January 18th, 2013 and is my own creation. Any resemblance to any other tutorial is purely coincidental and unintentional.

PSP Version used: PSP9, but should work in other versions.

This tutorial assumes you have a good working knowledge of PSP.

Supplies:

Tube of choice. I am using the amazing work of Keith Garvey. You can purchase his tubes here. 

PTU kit Lovely by Inzpired Creationz. You can purchase this kit here. 

Temp174 by Addictive Templates. You can find it here. 

WH-CM Exclusive #1 mask by WitchysHeart of Creative Misfits Creations. You can find it here. 

Font of choice. I am using Carpenter ICG.

Open your template and mask. Minimize your mask.

Delete the credits layer and background layer. Set the canvas size to 800 x 800. Resize all layers by 75%.

Open paper 14. Copy and paste as a new layer above your background layer. Apply your mask, merge group. Add noise, gaussian, 50, monochrome checked.

Merge together Raster 5 and 6. Select all, float, defloat. Open paper 2. Copy and paste as a new layer. Selections, invert and press delete. Deselect and delete the original layer.

Merge together Raster 7 and 1. Select all, float, defloat. Open paper 13. Copy and paste as a new layer. Selections, invert and press delete. Deselect and delete the original layer.

On Raster 2, select all, float, defloat. Open paper 3. Copy and paste as a new layer. Selections, invert and press delete. Deselect and delete the original layer.

Merge together Raster 3 and 4. Select all, float, defloat. Open paper 1. Copy and paste as a new layer. Selections, invert and press delete. Deselect and delete the original layer.

Open your tube. Copy and paste as a new layer. Place over the top right circle and place over the circle. Duplicate, mirror, and place over the bottom left circle. Merge the tube layers together. On the circles layer, select all, float, defloat. On the merged tubes layer, selections, invert and press delete. Deselect.

Duplicate your merged tubes layer. Gaussian blur 3.00. Set the blend mode to screen, opacity 62. On the original tubes layer, set the blend mode to luminance (L), opacity 32.

Merge the two frame layers together. Select all, float, defloat. Open paper 8. Copy and paste as a new layer. Selections, invert and press delete. Deselect and delete the original layer. Add noise with the same settings as before.

Open the Clouds. Resize by 85%. Copy and paste as a new layer. Place to the bottom.

Open Feather 3. Resize by 80%. Copy and paste as a new layer. Copy and paste as a new layer. Place to the lower right. Duplicate and mirror.

Open Scattered Hearts 3. Copy and paste as a new layer.

Open Button 3. Resize by 40%. Copy and paste as a new layer. Place to the bottom of the upper right frame. See my tag for reference.

Open the Butterflies. Resize by 85%. Copy and paste as a new layer. Place to the right side.

Open Flower 1. Resize by 40%. Copy and paste as a new layer. Place to the lower left, at the bottom of the bottom left frame. See my tag for reference.

Open Sparkles 1. Resize by 80%. Copy and paste as a new layer.

Open your tube again. Copy and paste as a new layer.

Open Ribbon 2. Copy and paste as a new layer. Use your raster deform tool to rotate so it lays flat. Place to the bottom of your tag.

Open Box 2. Resize by 40%. Copy and paste as a new layer. Place to the lower left.

Open the Candle. Resize by 50%. Copy and paste as a new layer. Place to the lower right.

Open Gift 1. Resize by 50%, mirror. Copy and paste as a new layer. Place to the bottom and slightly to the right of the candle.

Open Gift 2. Resize by 60%. Copy and paste as a new layer. Place to the bottom left of the candle.

Open WA 1. Resize by 50%. Copy and paste as a new layer. Place to the bottom.

Open the Love Birds. Resize by 60%, mirror. Copy and paste as a new layer. Place on top of the WA.

Open Candies 1. Resize by 50%. Copy and paste as a new layer. Place to the bottom of the candle and gifts.

Open Sparkles 2. Resize by 90%. Copy and paste as a new layer.

Add your name, copyright, and license info. Apply a drop shadow of choice and merge visible. Save as a PNG.
