This tutorial was written by me on August 12th, 2012 and is my own creation. 

Any resemblance to any other tutorial is purely coincidental and unintentional.

PSP Version used: PSP9, but should work in other versions.

This tutorial assumes you have a good working knowledge of PSP.

Supplies:

Tube is Picses by Tony Tzanoukakis, a PTU artist. You must purchase this tube and obtain the proper licensing to use his work. You may do so here. 

Light Effects (fantasy) element by Designs by Sarah. You can download it from her blog here. 

Forum Template 127 by Amy & Leah's Gimptastic Tuts. You can download it from their blog here. 

Mask 116 by Weescotslass Creations. You can download it here. Look on the right side for the mask links.

Font of choice. I am using Simply Glamorous.

Filters:

Penta.com Color Dot

Mura Meister Copies

Alien Skin Xenofex 2 Constellation

Open your template. Set the canvas size to 700 x 500. Resize all layers by 86%. Back to the canvas size. Set it to 600 x 420.

Delete the following layers: credits, stars, star shadow, gradient 1.

Open your tube.

Mura meister copies, preset Wall Paper (rotate) using the default settings.

Adjust, blur, motion blur, angle 47, strength 100. Repeat twice.

Duplicate this blurred layer, mirror. Set the blend mode to soft light. Merge down.

On the gradient 2 layer, select all, float, defloat. On the blurred layer we just added, selections, invert and press delete on your keyboard. Deselect and delete the gradient 2 layer.

Penta.com Color dot, value set to 155, distance set to 10

With your magic wand, select outside the layer your just added. On the wave 3 layer, hit delete on your keyboard. Go to the wave 2 layer and hit delete again. Deselect.

Merge the wave 2 & 3 together. Select all, float, defloat. Add a new raster layer and floodfill with #d4e3e5. Deselect and delete the original layer. Add noise, uniform, 25, monochrome checked.

On the wave 1 layer, select all, float, defloat. Add a new raster layer and floodfill with #d4e3e5. Deselect and delete the original layer.

On the thin wave layer, select all, float, defloat. Add a new raster layer and floodfill with #d4e17b. Deselect and delete the original layer. Add noise with the same settings as before.

Open your tube, resize as necessary. Copy and paste as a new layer. Place inside the frame. Select all, float, defloat. On the border 1 and border 2 layers, press delete on your keyboard. Deselect.

Back to your tube layer. Duplicate, gaussian blur 3.00. Set the blend mode to screen.

Merge circle 1 & circle 2 together. Select all, float, defloat. Add a new raster layer and floodfill with #6a8993.

Xenofex 2 Constellation, 3.00, 50, 1, 2, 50, 75, Keep original image selected.

Go to your original tube layer again (not the screen tube). Duplicate and bring this layer just above the circle layers. Place over the circle on the right side. Duplicate and mirror. Place inside the circle on the right side. Merge the two tube layers. 

On the circles layer, select all, float, defloat. Back to the tubes layer. Selections, invert and press delete on your keyboard.

Duplicate the tubes layer again, gaussian blur with the same settings as before. Set the blend mode to screen. On the original merged tubes layer, set the opacity to 36.

On the border 2 layer, manual color correction. The source color should be #457992 and the target color to #d4e17b. Add noise with the same settings as before.

On the border 1 layer, manual color correction, source set to #b59273 and target set to #6a8993.

Open your light effects tube I had you download. Copy and paste as a new layer.

Open your mask and apply to the light effects. Merge group.

Add drop shadows if desired.

Add your name, copyrights, and license info. Merge visible and save as a PNG.
