This tutorial was written by me on March 28th, 2012 and is my own creation. 

Any resemblance to any other tutorial is purely coincidental and unintentional.

PSP Version used: PSP9, but should work in other versions.

This tutorial assumes you have a good working knowledge of PSP.

Supplies:

Tube of choice. I am using the amazing work of Arthur Crowe, a PTU artist. You must purchase his work and obtain a license to use his work. You can find his awesome tubes here. 

PTU kit is Breenalicious by Inzpired Creationz. You can purchase this kit at Scraps and the City Store. 

Template 153 by Toxic Desirez. You can download it here. 

Mask 38 by Tonya's Temptations. You can snag it from her blog here. 

Font of choice. I am using a free font called Cutie Pop.

Filters - Mura's Meister Copies

Ok lets get started!

Open your template, mask, and Paper 9. 

On your mask, resize so it is 600 px wide. Delete the following layers: Credits, Stars, Dotted Rectangle, Lines, Words, Dotted Lines 2, Dotted Lines 1.

Maximinze paper 9. Copy and paste as a new layer just above the background layer. Apply your mask, merge group. Adjust, add noise,  uniform, 75, monochrome checked.

Merge the two glitter rectangle layers together. Merge the two rectangle layers together.

On the merged glitter rectangle layer, select all, float, defloat. Create a gradient with the colors #021386 and #dd0085. Set the gradient to linear, angle 45, repeats 3. Add a new raster layer and floodfill with the gradient. Add the same noise settings as before. Deselect and delete the original layer.

On the merged rectangle layer, select all, float, defloat. Open paper 5. Copy and paste as a new layer. Selections, invert and press delete on your keyboard. Deselect and delete the original layer.

Image, canvas size and set to 600 x 600.

Open disco ball 1 element. Copy and paste as a new layer. Move this layer below the glittered rectangle layer.

Merge the two thin rectangle layers together. Selections, select all, float, defloat. Open paper 10. Copy and paste as a new layer. Selections, invert and press delete on your keyboard. Deselect and delete the original layer.

On the oval layer, select all, float, defloat. Open paper 1. Copy and paste as a new layer. Selections, invert and press delete on your keyboard. Deselect and delete the original layer.

Open the skyline element. Resize by 65%. Copy and paste as a new layer. Move the building slightly higher. See my tag for reference. With your eraser tool, delete any portion of the buildings that hang below the large rectangle.

On the large glitter rectangle layer, select all, float, defloat. Add a new raster layer and floodfill with #dd0085. Deselect. Add the same noise settings as before and delete the original layer.

On the large rectangle layer, select all, float, defloat. Open paper 3. Copy and paste as a new layer. Selections, invert and press delete on your keyboard. Deselect and delete the original layer.

Because I am using a very large tube, I did not have to resize. If you are using a different tube, you will want to use a close-up for the next part.

Open your tube. Copy and paste as a new layer. Move the tube to the center in your rectangle layer. 

Mura Meister Copies with the H-Tile (random v-line) setting. 

On the large blue rectangle layer, select all, float, defloat. On the mura meister tube layer, selections, invert and press delete on your keyboard. Deselect. Duplicate the tube layer, adjust, blur,  gaussian blur 3.00. Set the blend mode to over, opacity 44. On the original tube layer, set the blend mode to screen, opacity 44.

Open the sparkles 1 element. Copy and paste as a new layer.

Open the ribbon 3 element resize by 80%. Copy and paste as a new layer. Move towards the bottom of your template.

Open element flower 1. Resize by 40%. Copy and paste as a new layer. Move this element to the lower right hand corner of your rectangle. Duplicate and mirror. 

Open element charm 3. Resize by 40%. Copy and paste as a new layer. Move to the left side of you tag and move this layer below the duplicated flower. See my tag for placement.

Maximize your tube. Copy and paste as a new layer. Duplicate, adjust, blur, gaussian blur, 3.00. Set the blend mode to overlay and on the original, adjust, hue & saturation, colorize, 0, 0.

Open the whip element. Resize by 80%. Copy and paste as a new layer and move slightly to the lower right of your tag.

Open the car 1 element. Resize by 60%. Move to the lower left side.

Open the pimp glass element. Resize by 60%. Copy and paste as a new layer slightly to the right of the car.

Add your name, any drop shadows you would like, copyright info, and license number.

Merge visible and save as a .png or .jpg.
