This tutorial was written by me on August 23rd, 2012 and is my own creation. 

Any resemblance to any other tutorial is purely coincidental and unintentional.

PSP Version used: PSP9, but should work in other versions.

This tutorial assumes you have a good working knowledge of PSP.

Supplies:

Tube of choice. I am using the work of Roman Zaric, a PTU artist. You must purchase his work and obtain the proper licensing. You can do so here. 

FTU Rockstar kit by Alika's Scraps. You can download it here. 

Font of choice. I am using Over the Rainbow.

Open as17. Image, canvas size, 600 x 600.

Activate your magic wand tool and click inside the frame. Selections, modify, expand by 5. Open as_paper10. Copy and paste as a new layer. Selections, invert and press delete on your keyboard. Deselect. Move this layer below your frame layer.

Open as15. Copy and paste as a new layer. Place to the upper right corner. Duplicate, mirror, merge down. Duplicate again, flip, and merge down. Move this layer to the bottom.

Open as26. Copy and paste as a new layer. Repeat the steps that we did for the splatter. Move this layer above your paper layer.

Open as32. Resize by 60%, mirror. Copy and paste as a new layer. Move this layer above the frame layer and place to the upper left side of the frame.

Open as46. Resize by 60%. Copy and paste as a new layer. Place to the upper right side of the frame. Duplicate, mirror, and move just below the first note. See my tag for reference.

Open as12. Resize by 50%. Image, rotate clockwise 90. Copy and paste as a new layer. Place to the bottom of your canvas.

Open as05. Copy and paste as a new layer. Place to the bottom right corner of you canvas.

Open your tube and resize if necessary. Duplicate, gaussian blur 3.00, set the blend mode to screen, 80. On the original tube layer, colorize, 0, 0. Adjust, Brightness and contrast, gamma correction. Set all the sliders to 0.58.

Open as44. Copy and paste as a new layer. Place to the lower left of your frame.

Open as29. Resize by 80%, flip. Copy and paste as a new layer. Place to the lower right. Duplicate and mirror. Line up so it appears as part of the original ribbon, merge down. See my tag for reference.

Open as07. Resize by 90%. Copy and paste as a new layer. Place over the ribbon we just added. Straighten it with your raster deform tool. See my tag for reference.

Open as25. Resize by 60%. Copy and paste as a new layer. Place to the bottom right corner.

Open as24. Resize by 40%. Copy and paste as a new layer. Place to the bottom of the martini glass.

Open as04. Resize by 60%. Copy and paste as a new layer. Place to the left side of the star.

Open as35. Copy and paste as a new layer.

Add a drop shadow of choice.

Add your name, copyright info, and license number. Merge visible and save as a PNG.
