This tutorial was written by me on August 14th, 2012 and is my own creation. 

Any resemblance to any other tutorial is purely coincidental and unintentional.

PSP Version used: PSP9, but should work in other versions.

This tutorial assumes you have a good working knowledge of PSP.

Supplies:

Tube of choice. I am using the stunning art of Roman Zaric. You must purchase his tubes and obtain the proper licensing to use his work. You may do so here. 

PTU kit Rocker Gurl by Inzpired Creationz.  You can purchase this kit @ SATC. 

Font of choice. I am using Kaela.

Open frame 3. Resize by 90%, all layers unchecked. Now resize all layers by 86%. Set the canvas size to 600 x 600.

Open Glitter 1. Copy and paste as a new layer. Place towards the bottom. Duplicate, mirror, and flip. Merge these 2 layers together.

On the frame layer, use your magic wand and click inside easy frame. Selections, modify, expand by 5. Open Paper 13. Copy and paste as a new layer. Selections, invert and press delete on your keyboard. Deselect and move this layer below your frame layer.

Open your tube or a closeup, resize if necessary. Copy and paste as a new layer. Place behind one of the frames. Duplicate twice more and move to the other two frames. 

On your frame layer, use your magic wand and click inside one of the frames. Selections, modify, expand by 5. On the tube layer under this frame, selections, invert. On your keyboard, press delete and deselect. Repeat for the other two frames. Merge your tube layers together.

Duplicate your tubes layer. Gaussian blur, 3.00. Set the blend mode to screen, opacity 80. On the original tubes layer, set the blend mode to luminance (L), opacity 60.

Open Wordart 1. Resize by 50%. Copy and paste as a new layer. Place in the top left corner of your tag.

Open Bow 1. Resize by 30%. Copy and paste as a new layer. Place over the upper left corner of the wordart.

Open Ribbon 1. Resize by 80%, mirror. Copy and paste as a new layer. Place towards the bottom of the frame.

Open the Corset. Resize by 50%. Copy and paste as a new layer. Place to the bottom right of your frame. 

Open the Cocktail. Resize by 50%. Copy and paste as a new layer. Place to the right side of the corset. See my tag for reference.

Open Cupcake 2. Resize by 40%. Copy and paste as a new layer. Place on the left side of the corset.

Open the Perfume. Resize by 40%. Copy and paste as a new layer. Place to the right of the cupcake.

Open the Drum Set. Resize by 60%. Copy and paste as a new layer. Place to the bottom left of your canvas.

Open the Microphone. Resize by 40%. Copy and paste as a new layer. Place to the bottom of the drum set.

Open Butterfly 2. Resize by 30%. Copy and paste as a new layer. Place to the upper right corner of your canvas. With your raster deform tool, turn to the right. See my tag for reference.

Open your full size tube. Copy and paste as a new layer, resize if necessary. Duplicate, gaussian blur with the same settings as before. Set the blend mode to overlay. On the original tube, Hue and saturation, colorize, 0, 0.

Open Sparkles 2. Copy and paste as a new layer. Move slightly down.

Add your name, drop shadow of choice, your copyright, and license info.

Merge visible and save as a PNG.
